2017 Board Election Results

Like most HOAs, The Harbours Condominiums conducts an annual election for Board members and an annual budget.  Three members are voted each year to serve a three-year term on a nine-member Board of Directors.  If no seated member runs at the expiration of his or her term, one-third of the Board turns over every year.

The Harbours held an election for the 2017 budget and new Board members on November 17, 2016.  A large turnout of voters, nearly 68%, was recorded by the accountants (Rodefer Moss) presiding over the vote.  The budget passed as it usually does by a large majority, 72% to 28%.  There were eight candidates for the three Board positions, and the top three receiving votes were elected.  The Board election results in sequence from the highest receiving votes were:

  4. Walter Kindler (Complainant)
  5. Paul Ranney (Complainant)
  6. Marty Haley (Complainant)
  7. Betty Cantrell (Complainant)
  8. W. T. Roberts

W. T. Roberts was a late entrant and, prior to voting, put his support behind the three candidates who won the election.

The four remaining candidates who were not elected were all Complainants in the lawsuit filed by the Indiana Office of the Attorney General (OAG).  They each received about half of the votes in the 2017 election that the winning candidates received.  Historically, this has been the case.  While some run each year, none of the Complainant group gets elected.  It’s open to speculation why that is, but you can reasonably assume it’s because they’re out-of-step with a majority of owners.  Their viewpoints are extreme and often contrary to what’s in the law and our governing documents.  Enough people recognize that to keep members of the Complainant group from achieving anything close to a Board position.

It’s because they can’t access the prescribed ways to govern and make decisions that the Complainants sought the assistance of the OAG.  And they continue to do so by filing complaints against new Boards and new Board members.  None of the 2017 Board members were on the Board when the OAG lawsuit was filed.
